What is a Random Number Generator (RNG) and how does it work?

RNGs are widely used to conduct Lottery drawings of all types. For example, RNG technology is also used to produce Quick Picks for Draw Games and used to conduct drawings such as for the mid-day games, Millionaire Raffle and Second-Chance Drawings.
